The Swedish Security Service, Säpo, estimates the risk of a terrorist attack remains at an elevated level in 2018, according to Director General Anders Thornberg. “It is still on a continued increased threat for the coming year. This means there is a risk of a terrorist attack,” says Thornberg, who is formally taking the decision on the threat level.

He says “you always hope” you can make decisions about lowering the level. However, the overall knowledge and gathering of intelligence adds to the conclusion that the level in force since 2010, with some exceptions, remains unchanged. It corresponds to a three on a five-degree scale.
